Max: UN, NSA, China Working To "Limit" Internet Anonymity
A United Nations agency is quietly drafting technical standards, proposed by the Chinese government, to define methods of tracing the original source of Internet communications and potentially curbing the ability of users to remain anonymous.
The U.S. National Security Agency is also participating in the "IP Traceback" drafting group, named Q6/17, which is meeting next week in Geneva to work on the traceback proposal. Members of Q6/17 have declined to release key documents, and meetings are closed to the public.

So it would seem freedom will not die with a bang or a whimper, but rather in committee.
BTW, if you think anonymity is just something "bad people" use when they do "bad things", do a search on a "dark, shadowy" group who operated under the name Publius.

Okay, you just proved their point. American citizens often forget that our founding fathers were, to coin a phrase: "Rebel Scum". They were outlaws and terrorists (Boston Tea Party anyone?)
You are a terrorist, rebel and outlaw until you win - then you were a freedom fighter.
So, yeah, modern fascists who aren't big on freedom to begin with (like our current administration) would aim their sights at the most free institution in the world, the Internet.
I'm sure, without having read the article, that they are using "crime" as a reason for this curtailing of freedom. I'll bet drugs and child pornography are at the top of their list, and as any of us know, no other laws have stopped drugs and child porn - so this one is guaranteed to work!
This is one of the dangerous situations they are trying to fix;
A political opponent to a government publishes articles putting the government in an unfavorable light. The government, having a law against any opposition, tries to identify the source of the negative articles but the articles having been published via a proxy server, is unable to do so protecting the anonymity of the author.
Oh, right, forgot I'm not dealing with high-handed Reich-Wingers, but professional fascists. These people don't even care enough to give a reason like "protecting children" - they just get right to the repressing. My bad.
